I. Basic information of the project

Taizhou Xiongfeng Casting Co., Ltd. was established on November 05, 1999, mainly engaged in the manufacture of auto parts, motorbike parts, metal products, enterprise registered address and business address Taizhou Economic Development Zone, Development Avenue (see Annex 1 for enterprise business licence). Enterprises in March 2015 commissioned Taizhou Environmental Science Design and Research Institute to prepare the "annual output of an additional 2.6 million sets of automobile and motorcycle parts and household appliances parts production line technology transformation project environmental impact report", and on May 11, 2015, the former Taizhou Municipal Bureau of Environmental Protection permit (see Annex 3 for details), and on October 19, 2015, through the "three simultaneous" call " acceptance (see Annex 3 for acceptance comments).

Due to the policy of "retreating two into three" of Taizhou Bay New Area, the enterprise seizes this opportunity and newly purchases a land plot on the south side of Haiyun Road and the west side of Juhai Avenue in Taizhou City, which has a site area of 19,325 square metres (33.566 acres), and a total building area of 29,958.44 square metres. Enterprises intend to invest 125.8 million yuan, the enterprise eliminated some of the old and backward equipment, the rest of the production facilities as a whole relocated to the new plant, and new advanced energy-saving heat preservation furnace, cold chamber die-casting machine, CNC machine tools, shot blasting facilities, powder spraying production line, screw air compressor, three-dimensional warehouse system and other production and auxiliary ancillary facilities, implementation of an annual production capacity of 8.2 million sets of new energy automobile and motorcycle parts and electrical components plant construction project. The project has been filed by the Administrative Approval and Investment Service Bureau of Taizhou Bay New District (Project Code: 2110-331052-04-01-702604, see Annex 2 for details).

    II. Distribution of major environmentally sensitive targets

According to the environmental functional zoning of the project site, the current status of environmental quality, the surrounding environmental conditions, etc., after site survey and investigation, to determine the main environmental protection targets of the project, the distance and distribution are shown in Table 2-1.

III. Prediction of major environmental impacts

(1) Atmospheric environment

According to the prediction results, the contribution value of pollutant emission to the surrounding environment and sensitive points of this project is very small. The predicted results of the normal and accidental emissions from the factory boundary of the enterprise's waste gas are in line with the relevant monitoring concentration limits. Accidental emission of exhaust gas will aggravate the pollution of project exhaust gas to the environment, so the enterprise should strengthen the management and eliminate accidental emission of plant exhaust gas environmental protection facilities. The project has little impact on the surrounding environment.

(2) Water environment

The production wastewater of the project is treated by the sewage treatment station in the plant and the domestic sewage treated by the septic tank together with the municipal sewage network, sent to Taizhou City, Luqiao District, Binhai Sewage Treatment Company Limited to meet the standards of treatment and then discharged. Taizhou Luqiao Binhai Sewage Treatment Co., Ltd. water to implement the "Taizhou City, urban sewage treatment plant water indicators and standard limits (for trial implementation)" (commonly known as "quasi Ⅳ class") in the relevant standards. To sum up, after the implementation of the above measures, the project's wastewater will have little impact on the surrounding surface water environment.

(3) Sound environment

According to the prediction results, the predicted noise levels of the plant boundaries around the project can meet the Class 3 standard in the Environmental Noise Emission Standards for Factory Boundaries of Industrial Enterprises (GB12348-2008).

(4) Solid waste

Slag, aluminium ash, paint slag, waste hydraulic oil, general packaging materials, waste packaging drums, etc. will be generated during the production of this project. General solid waste can be sold to material recycling units for comprehensive utilisation after collection, and domestic rubbish will be transported by the sanitation department on a regular basis; hazardous waste should be entrusted to qualified units for disposal, and should be stored temporarily in the plant in accordance with the requirements of the relevant provisions of the "Pollution Control Standards for the Storage of Hazardous Wastes" (GB18597-2023).

V. Preliminary conclusion of environmental impact assessment

Ltd. has an annual output of 8.2 million sets of new energy automobile and motorcycle parts and electrical components plant construction project land for industrial land, does not involve ecological protection of the red line, does not touch the bottom line of local environmental quality, did not break through the local resource use on the line, in line with the "three lines and a single" control requirements. The project site selection is in line with the "three lines and one single" environmental control unit of Taizhou City, ecological and environmental access requirements and relevant national industrial policies, the emission of pollutants in line with national and provincial regulations on pollutant emission standards and key pollutant emission control requirements; in line with the main functional area planning, land use planning, urban and rural planning, national and provincial industrial policies and other requirements; in line with the "Taizhou City, three lines and one single" control requirements. industrial policies and other requirements; in line with the relevant requirements of the Environmental Impact Report on the Overall Planning of the Eastern New District of Taizhou Bay Recycling Economy Industrial Cluster (2017~2035), and in line with the requirements of the Guidelines on Environmental Access for Construction Projects in Taizhou Bay New District; and under the premise of the enterprise doing a good job of the environmental emergency precautionary measures, the project's level of risk of environmental accidents can be accepted.

Therefore, from the perspective of environmental protection, the construction of this project is feasible.

VI. Public access to the environmental impact assessment report

The public can propose to the environmental impact assessment organisation (Zhejiang Biyuntian Environmental Science and Technology Co., Ltd.) to inspect the environmental impact report of the project through letters, faxes and e-mails.

VII. Scope and main matters of soliciting public opinions

Mainly the public within the scope of project evaluation. If the public has environmental protection opinions on the project, they can put forward to the construction unit, which will truly record the opinions and suggestions of the public in the public participation survey report of the construction project, and reflect the valuable opinions and suggestions of the public to the design unit, the EIA unit and the relevant departments.

The main opinions solicited from the public include the current status of local environmental quality, the degree of understanding of the project, the degree of impact of the project production on work and life, the attitude towards the development of the enterprise as well as other opinions and suggestions.
